STATEMENT OF NIMS/ICS COMPLIANCE
Policy regarding the integration of the National Incident Management System (NIMS), the utilization of the Incident Command System (ICS), Incident Action Planning (use of IAP’s), Interoperability, and related areas of preparedness, and emergency and planned event management.
United States Volunteer Emergency Management (U.S.V.E.M.) shall maintain NIMS compliance complementary to the continued All-Hazards approach taken, since its inception, to training, drills, exercises, certification of its members, etc., in preparedness, prevention, response, recovery, and mitigation activities. U.S.V.E.M. shall remain a proponent of the proper utilization of NIMS concepts and efficacy of the Incident Command System.
The facets of NIMS remain in the organization’s foreground: Preparedness, Communications and Information Management, Command and Management (including ICS, MACS, and Public Information), as well as actively monitoring DHS/FEMA information including, however not limited to, NIMS updates.
This document confers compliance based upon:

STATEMENT OF NIMS/ICS COMPLIANCE
Policy regarding the integration of the National Incident Management System (NIMS), the utilization of the Incident Command System (ICS), Incident Action Planning (use of IAP’s), Interoperability, and related areas of preparedness, and emergency and planned event management.
United States Volunteer Emergency Management (U.S.V.E.M.) shall maintain NIMS compliance complementary to the continued All-Hazards approach taken, since its inception, to training, drills, exercises, certification of its members, etc., in preparedness, prevention, response, recovery, and mitigation activities. U.S.V.E.M. shall remain a proponent of the proper utilization of NIMS concepts and efficacy of the Incident Command System.
The facets of NIMS remain in the organization’s foreground: Preparedness, Communications and Information Management, Command and Management (including ICS, MACS, and Public Information), as well as actively monitoring DHS/FEMA information including, however not limited to, NIMS updates.
This document confers compliance based upon:
- Adoption of National Incident Management System (NIMS)
- Adoption of Incident Command System (ICS): Officers must be also proficient in ICS-300 & ICS-400
- Adherence to Minimum Training Standards beyond requirement of ICS-100, ICS-200, NIMS-700, NIMS-800 by all members (i.e. BLS/Pre-hospital medicine, Survival, Animals-in-Disaster, CBRNE, etc.)
- Use of LCES/ACES (safety protocol)
- Cooperatively draft Mutual Aid agreements to share/obtain resources with/from outside agencies, organizations, and/or jurisdiction (i.e. AHJ) Establishment of Memorandums of Understanding (MOU)
- Multi-Agency Coordination: U.S.V.E.M. policy is to support county/equivalent EOCs (Emergency Operations Centers) in the United States upon request and authorization (if no prior MA/MOU agreement exists)
- Joint Information System: Through our ongoing Public Information/External Affairs program (ESF#15), a Public Information Officer (PIO) will be assigned to a Joint Information Center (JIC) when appropriate. (U.S.V.E.M. also actively promotes PrepareAThon, Weather-Ready Nation (WRN), “See Something, Say Something”, etc.)
- All exercises & drills NIMS compliant, using ICS, multiple times yearly.
- Equipment interoperability, with the application of available National Standards in equipment acquisition
- Assets tracked & inventoried with all proper application of DHS/NIC Resource Typing
- Use of common terminology and “Plain English” during communications
- Use of ICS forms, including Common Communications plans with IAPs (with enabling ESF#2: Communications/EMCOMM program)
- Multi-discipline training and certifications (versatile credential building)
- Training with different agencies, NGOs, and jurisdictions
- Training & exercises that include multiple internal and external functions (i.e. communications, medical, food, decon, HazMat, SAR, etc.)
- Internal recordkeeping of training, certifications, licenses (i.e. FCC, CDL), and hours/response activity logs. In addition, all member I.D. badges display, in barcode form, their respective FEMA SID numbers
- On going promotion of NIMS/ICS via education, public information and availability of ICS forms in digital and print form, to any agency/organization working with/seeking instruction from U.S.V.E.M.
- When ICS structure is external, an appropriately trained and authorized Agency Representative will be assigned to coordinate with Liaison Officer
- All members train to be organized into:
- U.S.V.E.M. Public Health/Medical Assistance (ESF#8) will maintain an assigned Ryan White Law/Infection Control Officer at all times
