U.S.V.E.M. is a Non-Government, Not-for-Profit, domestic humanitarian “All-Hazards” organization driven by highly dedicated and trained volunteers.

o All Members trained in Basic Life Support, the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), Emergency Support Functions (ESFs), and SKYWARN (Trained Weather Spotters).
Organizational daily & emergency operations involve Emergency Communications (EMCOMM), Mass Care (feeding), Disaster Logistics, Public Health/ Medical Assistance, Search and Rescue, Hazardous Materials (detection/monitoring/rescue), Disaster Animal Rescue, Public Safety (Quarantine/Incident Access Control), External Affairs/ Public Information (Outreach/SMEM [Social Media in Emergency Management]/Severe weather & safety information)
To Provide Disaster Relief, SAR, Responder Support, etc. at no cost to survivors or first responders.

UNITED STATES VOLUNTEER EMERGENCY MANAGEMENT
MISSION
To make effective and efficient use of resources allocated.
To train, certify, and deploy volunteers nationwide.
To provide Disaster Relief, Responder Support, and Search and Rescue response services at no cost to survivors or responders.
To provide ongoing education in all aspects of the Emergency Management Cycle, including a national preparedness outreach program.
To research advanced Search and Rescue technologies, severe weather, natural & manmade disasters, and implement mitigation as appropriate.
To provide emergency communications (EMCOMM) to afflicted areas, including cellular signal boosters and satellite capabilities.
To implement the Incident Command System, integrating and collaborating with local, state, and national organizations and agencies.
To prevent fraud, as well as waste, of donated materials and funds, including misuse, before, during, and after disaster strikes.
To provide “Always-On-Call” specially-outfitted All-Hazards response vehicles and highly trained Task Force members. (Rapid Response)

- This Organization shall not have political, religious affiliations, activities, nor permit or promote gambling, nor disseminate propaganda.
- U.S.V.E.M. will abide by all limitations set forth by 501(c)3 code, never utilizing the organization for personal, business, or financial gain, nor for any political influence.
- Organization will never veer from established purpose as a charitable humanitarian entity serving the American population. (Exclusively: Charitable, Educational, Scientific)
- All fees and related uniform/equipment costs will be subsidized when resources are sufficient and appropriately allocated to legally do so. Any fees collected will cover cost of mission-related expenses. (i.e. said uniforms, equipment, etc.) and will be deposited ONLY into secure organization accounts. Unauthorized members may not handle financial and/or fiduciary instruments. All transactions must and will be accounted for, including fuel receipts.

- Nepotism Clause: At no time may a family member, including “in-law”, influence the election, appointment, or any other official function of U.S.V.E.M. involving another member, volunteer, or organizational interaction with the public. This includes abstaining from voting in regards to said person.
- National Incident Management System (NIMS), Incident Command System (ICS), Functions of the National Response Framework (NRF), etc.: Volunteers must be appropriately trained and certified before participating in any function. “Unaffiliated Volunteers” may not enter any Area of Operations, drill, exercise, etc. Without prior authorization, including paperwork.
- At no time may the Board of Trustees receive monetary or material compensation.
- Organization and/or personnel will never perform “favors”.
- Volunteer “Projects” must be approved before initiating any supporting transaction or labor (other than planning).
- Donors of materials or vehicle(s) cannot receive any type of compensation, however organization may choose to offer free-of-charge pick up of said items/ vehicle(s).
- All donations, upon IRS status approval (Letter of Determination), may be eligible for a “tax-deductible” receipt, as legally permitted per tax code and applicable law(s).

- Organizations exempt functions are: Charitable, Scientific, and Educational. Programs and Projects have been established as such and shall continue throughout the existence of the organization with the advent of new appropriate Programs and Projects in accordance to organizational mission.
- U.S.V.E.M. will provide Disaster Relief at no cost to survivors of natural or man-made disaster(s) including “acts of terror”.
- Classified as a 509(a)2 Public Charity: support from gifts, grants, and contributions, and permitted gross receipts. Organization may choose to sell mission-related products to the public for fund raising purposes (i.e. non-perishable foods, “Go-bags”, weather radios, etc.), as well as hold related fundraising events, as appropriate. No member may receive compensation for nor own a vendor associated with such event, nor the manufacture and/or handling of items sold.

BOARD OF TRUSTEES
- Minimum 3 voting members (President, Secretary, Treasurer) Note: Directors may vote, though not on Board.
- Board Members may NOT receive compensation in any form.
- Must be a minimum of 2, Board Members with the same, or more advanced, training as is required of “volunteers”.
- Board Members MUST attend minimum 1 meeting per month unless deployed to an Area of Operations; in which case said member(s) must adhere to legal minimum of Board Meeting attendance. As a nationally- responding/ outreach & education organization, Board Members may “video conference” said meeting(s), providing the proper documentation procedures are followed (Minutes, etc.).

- Terms & Term Limits: may only be changed by a special General Election announced 3 months in advance, in print and electronically. Position at hand must be vacated prior to vote.
- “Volunteers” are not automatically members of the organizational structure as they must complete a requisite probationary period, upon which time the Board and Members will vote to accept said Volunteer as a new organization member with General voting privileges.
- In the event any member runs for political office, member must immediately resign from the organization and may not use status/former status as a member in campaign/ related materials, including photos from operations or any other organization function.
